Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for two Application Analyst 3 to join our Application Services Unit, within the Corporate Services Bureau. We are seeking two Applications Analyst 3 to lead the analysis, design, implementation, and enhancement of information systems that support our rapidly growing organization. In this senior-level technical position, you'll play a pivotal role in aligning IT solutions with SPS’s operational goals. You’ll lead technology implementations, mentor junior analysts, and apply your expertise to solve complex business challenges using evolving technologies - including leading the development and governance of our Microsoft Power Platform and administration of Azure Kubernetes Services (AKS) environments. The candidate will act as a specialist within the team and act as a resource for more junior team members. The duration of the term may be shortened or extended based on operational needs.

Schedule / Hours of Work

The anticipated schedule for this position is 35 hrs/week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES

  • Perform and lead design, development, implementation, and maintenance of custom software applications and commercial, off-the-shelf (COTS) business systems both on-premises and in the cloud.
  • Define and document system scope, objectives, and requirements based on user and business needs.
  • Lead the development, configuration, and deployment of solutions using Microsoft Power Platform, including Power Apps, Power Automate, Power BI, and Dataverse.
  • Establish and maintain best practices for Power Platform governance, security, data integration, and lifecycle management.
  • Support the configuration, deployment, monitoring, and scaling of containerized applications in Azure Kubernetes Services (AKS).
  • Analyze and revise existing processes to improve efficiency and effectiveness.
  • Act as a technical resource to stakeholders, offering advice on IT solutions and business process improvements.
  • Model data and business processes to ensure system integration and usability.
  • Supervise and mentor junior analysts, ensuring quality and timely delivery of their work.
  • Lead or support small project teams, delivering high-quality results aligned with strategic goals.
  • Develop technical specifications, standard operating procedures, and documentation for system support and sustainment.
  • Investigate and resolve software related incidents and problems escalated from the business and service desk.
  • Contribute to budgeting and resource planning through accurate project estimation and tracking.
  • Other job-related duties as assigned.

Knowledge, ability and Skill

  • Strong understanding of business systems analysis, development, and lifecycle management.
  • Hands-on experience with Power Platform tools including Power Apps, Power Automate, Power BI, and Dataverse.
  • Knowledge of container orchestration and infrastructure management using Azure Kubernetes Services (AKS).
  • Knowledge of enterprise IT architecture, cloud services, and data integration.
  • Understanding of IT security, compliance, and governance practices in both Power Platform and AKS contexts.
  • Strong communication skills with the ability to explain complex ideas to both technical and non-technical audiences.
  • Ability to guide staff and coordinate cross-functional teams.
  • Exceptional analytical, problem-solving, and decision-making skills.

QUALIFICATIONS

  • A degree in a related field from a recognized institution plus at least four years of relevant experience, or an equivalent combination of education and experience.
  • Experience developing with Microsoft Power Platform and/or administering Azure Kubernetes environments is highly desirable.
  • Relevant certifications (i.e., ITIL, Microsoft Power Platform) is considered an asset.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

  • This is a unionized position, represented by CUPE 402.
  • The salary range is $55.86/hour - $63.35/hour (pay grade 31) based on 2024 rates.
