Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Business Analyst 2 to join our Information Management and Technology Division, within the Corporate Services Bureau. Reporting to the Application Services Manager, the successful candidate formulates and defines business scope and objectives through research, fact finding and a general understanding of applicable business and industry requirements.  The incumbent will act as a liaison between business areas and information technology (IT) as well as analyze business and user needs, elicit information and document and track requirements.

Schedule / Hours of Work

The anticipated schedule for this position is 35 hours/week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES

  • Provides complex business analysis including workflow process, business-requirements elicitation, process modeling and feasibility analysis.
  • Works closely with business unit representatives and management to identify business improvement opportunities, assess business problems and make recommendations.
  • Acts as a liaison between business users and the solution teams.
  • Creates clear, accurate and well-crafted requirements and workflow documentation, including business and functional decisions, current and future state processes, user cases, user stories and business process re-engineering documentation.
  • Provides business impact assessments and prepares documented deliverables.
  • Possesses a broad understanding of business operations.
  • Provides detailed analyses of end-to-end business processes (current and future state), process definition, business process and business workflow mapping.
  • Defines constraints, issues, risks, dependencies, and what-if scenarios.
  • Participates in the cost-benefit analyses for proposed changes to assist management.
  • Leads and facilitates business interviews and meetings and documents detailed summaries of meeting outcomes, action items, and issues.
  • Elicits functional and non-functional business requirements.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of business analysis, stakeholder analysis, and process modeling skills.
  • Knowledge of documentation techniques.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to present information.
  • Ability to consult and facilitate meetings and discussions.
  • Ability to think analytically and critically and problem solve.
  • Ability to complete work with a high level of accuracy and attention to detail.
  • Ability to follow and build Surrey Police Service business analyst practices.
  • Ability to quickly learn and apply new skills and knowledge brought about by rapidly changing information and/or technology.

APPLICANT QUALIFICATIONS

  • Degree in a related field from a recognized institution
  • Two years related experience
  • An acceptable equivalent combination of education and experience may be considered
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

  • This is a unionized position, represented by CUPE 402.
  • The salary range is $47.52/hour - $53.84/hour (pay grade 27) based on 2024 rates.
