On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Police Service (SPS) has an exciting opportunity for a Business Analyst 3 to
join our Information Technology Section, within the Corporate Services Bureau. The
incumbent will formulate and define business scope and objectives through
research, fact finding and a thorough understanding of applicable business and
industry requirements. The successful candidate will act as a liaison between
business areas and information technology (IT). They will work at the highest
level of all phases of analysis while considering the strategic business
implications. The incumbent will also provide support and feedback to junior
team members.
Schedule / Hours of Work
The anticipated schedule for this position is 7 hrs/day and 35 hrs/week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.
RESPONSIBILITIES
- Completes complex and integrated process modelling,
business requirements elicitation, business casing and feasibility analysis.
- Works closely with representatives from all levels of
the organization to develop and plan business strategies.
- Leads and creates accurate and well-crafted
requirements and workflow documentation, including business and functional
decisions, current and future state processes, user cases, user stories and
business process re-engineering based on best practices.
- Provides business impact assessments and prepares
documented deliverables.
- Provides detailed analyses of end-to-end business
processes (current and future state), process definition, business process and
business workflow mapping.
- Defines constraints, issues, risks, dependencies, and
what-if scenarios.
- Provides cost-benefit analyses for proposed changes to
assist management.
- Leads and facilitates business interviews and
documents detailed summaries of meeting outcomes including action items, and
issues.
- Elicits functional and non-functional business
requirements.
- Performs other related
duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of business analysis, stakeholder analysis,
and process modeling skills.
- Knowledge of documentation techniques.
- Ability to present accurate and reliable reports and communicate
business needs in a clear and unambiguous manner.
- Ability to complete work with a high level of accuracy
and attention to detail.
- Ability to establish and maintain effective working
relationships with a variety of internal and external contacts.
- Ability to follow, build and promote Surrey Police
Service business analyst practices
APPLICANT QUALIFICATIONS
- Degree in a related field from a recognized institution
plus four years related experience or, an acceptable equivalent combination of
education and experience.
- All applicants must obtain and
maintain the required police security clearance throughout their employment
with SPS.

- The salary range for this position is $55.86/hour - $63.35/hour (pay grade 31) based on 2024 rates.
