Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Data Analyst 3 to join the Organizational Performance Section, within the Office of the Chief Constable. In this role, the incumbent will work under general direction to turn data into information, develop key performance indicators, and extract insights using advanced statistical analysis and predictive modeling techniques to support informed decision making. The incumbent will provide instruction, guidance, and advice to experienced project team members, and leads complex projects to deliver data analytics services, including interactive dashboards to clients. Responsibilities include gathering operational data to analyze past business performance and generate reports, identifying patterns and trends to enhance business planning, process improvement, and solution assessment.

Schedule / Hours of Work

The anticipated schedule for this position is 35 hrs/week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES

  • Completes exploratory data analysis, confirmatory data analysis and/or qualitative analysis.
  • Recommends actions for future developments and strategic business opportunities, as well as enhancements to operational policies.
  • Interprets data using statistical methods, analyzes results and provides comprehensive written summaries.
  • Deploys and/or improves data management standards, policies, and procedures to enhance the quality and completeness of Surrey Police Service data.
  • Designs, coordinates, and implements analytical business and technology solutions, including interactive dashboards.
  • Leads and develops SPS’ standards on dashboard design and assists with further refinement of the business.
  • Collaborates with project, customer, and technical teams in the design and development of business and technology solutions.
  • Assists with data architecture, data mining and data modelling, including ETL processes within database management systems (eg: SQL Server).
  • Defines and communicates best practices for analytical methods and reports developments.
  • Performs complex data analysis with regard to client requests and develops rules and methodologies for effective data management.
  • Works with others to design and develop statistical analyses which address projected research questions.
  • Participates in ongoing decisions concerning data collections, study design, methodology, interactive dashboard design and data analysis.
  • Operates independently with minimal supervision while mentoring and coaching junior data analysts by assisting them with data analysis and design of enterprise-level reporting and visualization frameworks.
  • Assists other staff by providing support, troubleshooting, and guidance on data and reporting needs.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Advanced knowledge of statistical analysis methods, statistical methodologies and analytical techniques.
  • Ability to estimate numerical data to support advanced analysis and strategic insights.
  • Ability to analyze information through machine learning and predictive analytics.
  • Ability to collect, organize, analyze, and disseminate significant amounts of information with accuracy.
  • Ability to clearly present ideas and findings and translate complex data into understandable reports, technical documentations and dashboards, and communicate insights to both technical and non-technical audiences.
  • Ability to critically analyze data, trends, and metrics to generate insights for strategic decisions.
  • Ability to demonstrate strong initiative, sound judgment, and resourcefulness in resolving complex analytical challenges.
  • Ability to integrate data from multiple sources to identify challenges, opportunities, and implications to achieving business goals.
  • Ability to work in a collaborative and cooperative environment, communicate clearly in both oral and written formats and effectively facilitate meetings and discussions.

QUALIFICATIONS

  • Bachelor’s degree in business administration, statistics, marketing, or a related field
  • Five years of related experience including,
    • experience in the use of modern statistical, analytical, and business intelligence tools (e.g. SPSS, Cognos, Business Objects, MicroStrategy, Tableau, Qlikview)
    • experience in the use of at least one data programming language (e.g. SAS, R, Python, SQL) to build client analysis solutions, and
    • experience in using statistical packages for analyzing datasets (e.g. Excel, SPSS, SAS)
  • An acceptable equivalent combination of education and experience may be considered.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

  • This is a unionized position, represented by CUPE 402.
  • The salary range is $55.86/hour - $63.35/hour (pay grade 31) based on 2024 rates.
