Surrey
Police Service (SPS) is Surrey’s new municipal police agency. On November
29, 2024, SPS became the police of jurisdiction, and assumed
responsibility and command for policing and law enforcement in
Surrey. SPS is working to redefine policing with innovative new approaches
and community-based solutions. It’s an exciting time as SPS continues to

JOB OVERVIEW
Reporting to the Sergeant of
the Prolific Offender Team, the Detective Constable conducts complex
investigations targeting prolific and high-impact offenders involved in serial
property crime, drug offences, violence, and related criminal activity.
The Detective Constable works
within an intelligence-led enforcement framework to identify, monitor, and
disrupt repeat offending behaviour that significantly impacts community safety.
Investigations may involve property offences, Controlled Drugs and Substances
Act offences, robbery, weapons-related offences, extortions, and elements of
organized crime.
The role requires strong
investigative skills, sound judgment, and the ability to manage dynamic
enforcement operations while ensuring compliance with legislation, policy, and
disclosure obligations.
Detective Constables are
required to meet and maintain the highest professional standards required of
their role, by conducting themselves in a manner reflective of the SPS Motto,
Mission, Vision and Core Values. They have a strong work ethic and are
committed to a community-based policing model that looks beyond immediate
issues and searches for realistic longer-term answers to complex community and
social issues and emerging risks and trends, specific to the Prolific Offender
Team.
Members will be required to be
available for on call work.

Manage
and co-ordinate the gathering of evidence related to serial property crime
offences or persons crimes which involve violence, threats, or the use of
weapons.
·
Conduct
interviews with victims, witnesses, and suspects.
·
Process
offenders and ensure their attendance in court by means of arrest, summons,
appearance notice or an undertaking.
·
Prepare
all documentation, evidence and reports necessary for charge approval and
prosecution.
·
Prepare
and justify a full range of judicial authorizations including Search Warrants,
Production Orders, Tracking Warrants, and in some cases, Part VI OPC
Authorizations.

Prepare
Operational Plans.
·
Work
with Undercover Operators as part of a surveillance and/or security detail.
·
Manage
crime scenes and have a sound working knowledge of relevant policies and
procedures and of the range of forensic science services available.
·
Conduct
surveillance to gather evidence and/or conduct arrests.
·
Execute
Search Warrants to gather evidence and/or conduct arrests.
·
Assist
in educational presentations to the public.
·
Oversee
the Repeat Violent Offending Intervention Initiative (REVOII), Chronic Property
Offending Intervention Initiative (CPOII), High Risk Offender Program, and Bait
Car Program.
Mandatory Qualifications
·
Experience
authoring judicial authorizations.
·
Experience submitting Reports to Crown Counsel (RTCC).
·
Experience conducting interviews.
Preferred Qualifications
·
Experience in a plain-clothes investigative unit
·
Experience conducting property crime or robbery investigations.
·
Experience preparing and executing operational plans.
·
Experience conducting surveillance.
·
Experience in file coordination and disclosure.
·
Experience
with confidential informant handling.
·
Surveillance Course (or equivalent).
·
Investigation Courses such as MCIT Course, Org Crime Course, or Drug
Course.
·
Interviewing Course (or equivalent).
·
Search Warrant Drafting Course (or equivalent).
·
Confidential Informant Handling Course (or equivalent).
·
File Coordination Course (or equivalent).
CONDITIONS OF EMPLOYMENT
·
Successful applicant must obtain and maintain the required level of
security clearance.
·
Successful applicant must provide proof of qualifications.
·
Successful applicant must be fully operational and fit for duty. This
includes the following abilities and requirements:
o Licensed and able to
operate a police vehicle and attend calls for service.
o Qualified and able
to use issued force options as and when required (i.e. baton, OC, firearm).
o Trained and able to
engage the public in a variety of circumstances, including physical contact if
required.
o Able to wear
protective equipment, including body armour.
o Be available to be
on call as required to support operations.
Please
note:
Substantive Corporals who are hired as Constables with SPS
will be paid at 115% of SPS’s First Class Constable rate*, providing they have
at least eight years of policing service. They must pass the Sergeant exam and
complete SPS Sergeant training modules to qualify as an Acting Sergeant and to
be eligible for promotion.
*
SPS and SPU are currently negotiating a new Collective Agreement and wage
information will change once completed.
