Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. SPS is working to redefine policing with innovative new approaches and community-based solutions. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Director, Information Management and Technology to join our Corporate Services Bureau. Reporting to the Deputy Chief, Corporate Service Bureau, the incumbent will provide both strategic and operational leadership for all information management and technology services within Surrey Police Service (SPS). This role is central to shaping SPS’s long‑term technology strategy in a rapidly evolving policing environment, ensuring the organization remains forward‑looking and innovation‑driven. The Director advises senior leadership and translates organizational needs into modern, technology‑enabled solutions that enhance operational effectiveness, strengthen officer safety, support intelligence‑led and investigative practices, and advance the overall delivery of policing services across SPS.  

 

Schedule / Hours of Work

This is an on-site position and the anticipated schedule for this position is 37.5 hours per week.

RESPONSIBILITIES

  • Develop and champion a long-term digital policing vision that positions SPS as a modern, data driven, and technologically adept police service. 
  • Develop and execute the organization’s IM/IT strategy in alignment with police board priorities, policing legislation, and public accountability standards.  
  • Anticipate emerging policing technologies and evolving digital threats; integrating insights from national and international research on tech enabled policing. 
  • Lead the development of a multi year IM/IT roadmap that supports operational policing needs, modernization, interoperability, cybersecurity, digital evidence, and enterprise information governance. 
  • Oversee technological enterprise systems including policing systems to ensure operational efficiency. 
  • Provide advice and recommendations to the Executive Leadership Team, SPS employees and Surrey Police Board on technology risks, opportunities and investments.  
  • Ensure IM/IT strategy is tightly aligned with SPS’s broader organizational strategy, community expectations, and the evolving landscape of policing priorities. 
  • Establish and maintaining governance frameworks, policies and standards. 
  • Ensure availability, reliability, performance and sustainability of technology solutions and IT infrastructure including but not limited to hardware, software, networks and cloud platforms.  
  • Identify, assess, and mitigate IT/IM risks including but not limited to cyber threats and systems failures. 
  • Lead and support incident response, disaster recovery and business continuity planning. 
  • Lead information lifecycle management ensuring data quality, retention and disposition of records and digital evidence in alignment with relevant policies and legislation. 
  • Lead new projects and initiatives fostering innovation and technology modernization and evaluating emerging trends while ensuring continuous and secure operations. 
  • Develop and manage operating and capital budgets, and oversee procurements, vendor contracts, capital planning and resource allocation. 
  • Ensure workforce planning, performance management and succession planning through mentoring and development opportunities. 
  • Ensure overall organizational operational compliance with policies and legislation. 

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Excellent interpersonal and communication skills with experience in presenting and providing strategic advice on multifaceted technical concepts to various stakeholders including executive leadership and governing bodies. 
  • Ability to analyze complex problems requiring thorough analysis and systems thinking resulting in innovative and practical solutions.  
  • Ability to thrive in a fast-paced, 24/7 environment.
  • Ability to build and maintain effective working relationships promoting collaboration while balancing competing priorities. 
  •  Strategic foresight paired with the ability to navigate high pressure situations with a commitment to ethical practices and organizational integrity.  
  • Current knowledge of technology trends, policing innovations and public sector best practices
  • Ability to represent SPS at provincial and national IM/IT working tables
  • Commitment to ensuring SPS contributes to and benefits from collective advancements in digital policing strategies.   

QUALIFICATIONS

  • Bachelor’s Degree in Information Technology, Information Systems, Computer Science, Information Management, Engineering, Business Administration (IT-focused), or Public Administration (IT-focused) 
  • A minimum of twelve years of progressive experience in information technology or information management roles, which includes working with enterprise systems and critical infrastructure. 
  • A minimum of seven years in senior leadership roles managing multi-million dollar budgets and leading multidisciplinary teams in complex related environments such as public safety, policing or emergency services.  
  • An equivalent combination of education and experience may be considered.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

  • This is a union exempt position.
  • The salary range is $184,488 - $217,045 annually (pay brand M6) based on 2024 rates.
