Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for an IT Infrastructure and Operations Manager to join our Information Management and Technology Division, within the Corporate Services Bureau. Reporting to the Director, IMIT, the successful candidate is responsible for providing robust, 24/7 IT operations and system reliability with strict law enforcement security and compliance standards Surrey Police Services (SPS). You will provide extensive backend infrastructure support, ensuring continuous operations of mission-critical systems. 

 

This position provides leadership to IT professionals that support information systems and infrastructure.  The successful candidate will also manage the IT budget, provide senior management with recommendations and cost/benefit analyses on proposed projects and system upgrades and interface with various stakeholders. 

 

Schedule / Hours of Work

This is an on-site position and the anticipated schedule for this position is 37.5 hours. Please note, the hours are subject to change in accordance with operational requirements.

RESPONSIBILITIES

·         Ensures reliability and availability for critical public safety systems, including Computer-Aided Dispatch (CAD), Records Management Systems (RMS), and Mobile Devices.

·         Ensures 24/7 infrastructure resilience to support police operations and emergency communication centers.

·         Coordinates mobile communications, building access controls, and CCTV systems with internal units and telecom providers.

·         Oversees the design, procurement, and maintenance of backend infrastructure (physical and virtual) including data centers, virtual servers (VMware, Azure), and LAN/WAN.

·         Manages vendor relationships, negotiating IT service level agreements (SLAs), and oversees outsourced technical contracts.

·         Acts as a strategic technical advisor to executive leadership and aligning technology investments with modern policing initiatives.

·         Oversees identity and access management (IAM), firewall configurations, and intrusion prevention systems to protect sensitive intelligence and public safety data.

·         Collaborates with other IT managers to develop, test, and maintain disaster recovery and business continuity plans for all departmental hardware, software, and critical data repositories.

·         Acts as the infrastructure link in cross-functional IT projects to ensure scalability, system compatibility, and operational sustainability

·         Partners with other units to ensure proper handling, transfer, and long-term retention of case-related digital evidence.

·         Collaborates with the other SPS teams to co-design, implement, and support new technologies securely and sustainably.

·         Aligns infrastructure capabilities with application deployment timelines, desktop hardware rollouts, and overall project milestones.

·         Participates in joint technical reviews to ensure all incoming applications, technologies and client-side devices meet core network capacity, security baselines and operational needs.

·         Provides supervision, mentorship, and performance evaluation for staff. 

·         Evaluates new products and systems, conducts benchmarking, research best practices in coordination with the planning and research unit, and analyzes options to align to SPS objectives.

·         Evaluates and implements security systems for both physical and electronic environments which meet National Police Services Network and SPS policies.

QUALIFICATIONS

·         Seven years of progressive IT experience, with a minimum of 5 years of management/supervisory experience leading technical teams.

·         Bachelor’s degree in Information Technology, Computer Science, Business Administration or related field supplemented with Six Sigma (green or blackbelt) ITLM CISM/CISSP, CGEIT

·         An equivalent combination of education, training and experience may be considered.

·         All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

·         This is a union exempt position.

·         The salary range is $135,720 - $159,671 annually (pay grade M3) based on 2024 rates.
