Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a seasoned Labour Relations Advisor to join our team of HR/LR Advisors within the Human Resources Section.  Reporting to the HR & Advisor Services Manager, the Labour Relations Advisor will play an essential role in providing comprehensive HR support and guidance to both employees and management while ensuring compliance with labour laws, relevant policies, and collective bargaining agreements. As a primary contact for labour relations matter, this role will be responsible for managing various LR functions, including leading workplace investigations, resolving grievances, collective agreement interpretations, etc. The HR Advisor will partner closely with the HR team, employees, and managers to maintain positive labour relations and foster a productive work environment.

Schedule / Hours of Work

This is an on- site position and the anticipated schedule for is Monday to Friday from 8:00am to 4:00pm (PST). Please note, the hours are subject to change based on operational needs.

RESPONSIBILITIES

  • Build and maintain an effective working relationship with union representatives to support a collaborative approach to labour relations
  • Provide guidance and advice to managers in the interpretation of the collective agreement, applicable legislation, and related policies.
  • Conduct workplace investigations from start to finish, including preparing of findings and recommendations reports and issuance of discipline as applicable.
  • Act as an investigator for Respectful Workplace complaints
  • Lead and support managers through performance management and attendance management processes
  • Lead/manage the grievance process, finding resolution with the union and drafting settlements agreements as applicable
  • Participate in regular labour management meetings with the respective Union(s)
  • Support the Collective Bargaining process
  • Maintain accurate records of labour relations files and activities to ensure compliance and consistency across the organization.
  • Monitor legislative changes and ensure HR practices and policies remain compliant with labour laws.
  • Support and work collaboratively with the abilities management team on employee medical files as it relates to fitness for duty and accommodations.
  • Support other HR functions as required by the broader HR team, including leading key recruitments

 

KNOWLEDGE, SKILLS AND ABILITIES

The successful candidate will be highly organized and solutions-focused with an ability to think critically and efficiently. The candidate will thrive in a fast-paced and collaborative environment with an ability to build and maintain effective working relationships with clients, team members, the union and key stakeholders. They will have a proven ability to research, understand, and synthesize data with strong attention to detail. The ability to work independently, take initiative and exercise good judgment is required for this role.

 

QUALIFICATIONS

  • An undergraduate degree in Human Resources or a related field.
  • Five (5) to seven (7) years of progressive labour relations experience within a unionized public sector environment.
  • Experience within a unionized public sector environment
  • A CPHR designation is preferred. An equivalent combination of experience and education may be considered.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

  • This is an exempt position.
  • The salary range is 104,807 - $123,302* (pay grade P2) based on 2024 rates.
