Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for an experienced Manager, Corporate Services to lead a team of civilian staff in fleet, procurement, assets, and facilities. Reporting to the Superintendent of Corporate Services and Professional Development, this role involves developing and implementing policies, procedures, and programs, with a focus on capital expense planning and financial management.
RESPONSIBILITIES
- Lead and manage fleet, procurement, asset management, and administrative services.
- Develop and implement policies, procedures, and programs.
- Provide recommendations on best practices to senior management.
- Ensure compliance with policing policies and legal standards.
- Maintain current knowledge of policing issues.
- Direct fleet services to ensure vehicle availability at optimal costs.
- Oversee fleet inventory, including purchasing, contracts, and disposal.
- Manage life cycle and maintenance of non-fleet assets (e.g., equipment, furniture, facilities).
- Handle SPS facilities, space use, and future planning.
- Ensure record completion, regulatory compliance, cost management, and budget planning.
- Conduct end-to-end procurement: needs assessment, RFI/RFP process, vendor selection, contract negotiation, and onboarding of the vender/service.
- Oversee administrative support services (shipping, receiving, facilities, mail).
- Plan and implement corporate services projects and initiatives.
- Identify and address performance gaps in service delivery.
- Manage staff development, recruitment, and the delegation of work.
- Stay updated on relevant issues and recommend improvements.
- Prepare annual operating and capital budgets.
- Promote a safe and healthy workplace in line with policies and regulations.
QUALIFICATIONS
- Bachelor's degree in business, public administration, or a related field.
- Post-secondary courses in fleet management, purchasing, or asset management.
- Seven years of relevant experience, including five years in a supervisory or management role.
- Ability to obtain and maintain the required security clearance.
- This position requires both SPS Security Clearance and RCMP Reliability Status. All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

- This is an exempt position.
- The salary range is $142,797/year to $167,997/year (pay grade M4) based on 2024 rates.
