Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for a Policy management Analyst to join our Legal Services Section, within the Office of the Chief Constable. This position is responsible for the development, coordination, review, and monitoring of SPS policies. Provides advice, recommendations and alternatives to staff relative to policy, regulations and administration, and policing issues. Researches, audits (program evaluation), completes policy analysis and policy development, and evaluates issues impacting the SPS. Accesses confidential records, undertakes research and special projects. Requires a high level of confidentiality, judgment and an understanding of SPS strategic priorities. Assists in policy reviews, consults with partner agencies, researches best practices in public safety, and revises and/or drafts new policies. Work is assigned, supervised and reviewed periodically by a manager.
Schedule / Hours of Work
The anticipated schedule for this position is Monday to Friday approx. 8am – 4pm. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.
RESPONSIBILITIES
- Develops, researches, analyzes, reviews and amends SPS policies in alignment with SPS’s strategic plan, other public safety plans and legislative requirements.
- Coordinates the organization, documentation, maintenance, distribution and legislative filing of policies.
- Monitors and coordinates with senior leaders to ensure compliance with applicable legislation, regulations/provincial standards and other requirements.
- Identifies and analyzes risks and issues, providing advice, interpretation and recommendations to senior leaders relative to policy, regulations, administration, policing and governance issues.
- Conducts research on public safety related topics.
- Formulates recommendations, provides suggestions, and identifies trends in other police agencies’ policies for consideration.
- Identifies and analyzes risks and issues, providing advice, interpretation and recommendations to senior management relative to policy, regulations, administration, policing and governance issues.
- Consults and liaises with stakeholders including the Ministry of Public Safety and Solicitor General (Police Services Division) and other law enforcement agencies and stakeholders on mutual problems, policies, issues and special projects, memoranda of understanding, protocols, and related matters.
- Establishes and sustains a network of contacts with other police services and governmental bodies.
- Develops formal reports, business cases, briefings, communications and presentations for a variety of complex, confidential administrative and policing matters.
- Prepares supporting bulletins, briefings and communications.
- Communicates policies to internal stakeholders.
- Provides advice to internal resources and promotes/monitors progress of policy development, implementation, and measurement.
- Coordinates with the Ministry of Public Safety and Solicitor General (Police Services Division) in compliance with legislative requirements and the British Columbia Provincial Policing Standards.
- Conducts environmental scans and benchmarking relating to policing policies, with a focus on police service delivery and policing models. Also, identifying and adapting models from other sources (e.g. academia, not-for-profits, governments, etc.).
- Compiles corporate reports, briefs, presentations, and other strategic materials and communications for SPS staff, research partners, and other stakeholders related to policy research, planning and performance measurement.
- Aligns section objectives with that of the other SPS sections and divisions as well as external clients.
- Participates in and contributes to SPS initiatives and special projects.
- Stays up-to-date on current literature regarding research methodology and police issues, and makes appropriate recommendations for improvements in public safety policy practices.
- Makes recommendations for program improvements to increase efficiency and enhance service delivery.
- Other job related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Communicates effectively, both orally and in writing.
- More than five years of experience in policy writing, planning, research and analysis.
- Ability to write clearly and precisely, in a manner similar to drafting legislation or regulations.
- Analytical and critical thinking, with the ability to apply the same in analyzing policy and procedure.
- Sound judgement in prioritizing workload and multi-tasking.
- Performs duties with a high degree of accuracy, timeliness and efficiency.
- Comprehensive knowledge of the Police Act, legislation, policies and programs related to policing, police governance, designated policing units and the legislative process.
- Strong knowledge of the Ministry of Public Safety and Solicitor General and policing in British Columbia.
- Works independently and plans, organizes and coordinates assignments.
- Aligns with SPS’s Values and core competencies.
- Good analytical and summarization skills.
- Maintains effective working relationships with staff and others.
- Performs and succeeds under the pressure of deadlines and on several projects at once.
- Determines priorities and adjusts them and make sound decisions.
QUALIFICATIONS
- Demonstrated ability, knowledge and experience necessary to perform duties of this degree of complexity.
- Bachelor’s degree in public or business administration, criminology, or other related field of study.
- Legal training is an asset.
- All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

- The salary range is $47.52/hour - $53.84/hour (pay grade 27) based on 2024 rates.
