Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Regular Full-Time Procurement Specialist to join our Training & Development Division, within the Corporate Services Bureau. Reporting to the Procurement & Asset Manage, incumbent is responsible for performing highly complex, senior level full cycle purchasing work and unusual purchasing functions in a timely cost effective manner. Work duties also include supervising purchasing and office personnel as required, providing procurement expertise, guidance, and education to staff and other sections/units, undertaking various studies regarding purchasing needs and operations, and assisting in directing purchasing operations. Work is performed under minimal supervision and incumbent exercises through independence of judgment and action in accordance with Surrey Police Service (SPS) policies and procedures, discussing complex and policy matters with management

Schedule / Hours of Work

The anticipated schedule for this position is 35 hours per week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES

  • Liaises with user sections/units to develop highly complex specifications and evaluation criteria for various goods, services and capital tenders to ensure best value in accordance with approved practices and policies.
  • Writes new specifications in a wide range of diverse and complex purchases.
  • Solicits complex tenders, proposals and quotations on behalf of user sections/units.
  • Completes detailed and extensive review and analysis of comparable products and proposals.
  • Assesses and recommends complex tenders and quotations to user sections/units.
  • Prepares appropriate contracts and related documentation.
  • Participates in drafting contract language according to precedent, researching and obtaining information and material required from a variety of sources; ensuring documentation reflects changes in contract law and participates in development of new clauses to comply with legislative changes.
  • Processes requisitions, prepares purchase orders, places orders and performs related tasks.
  • Conducts market and product research and surveys for user sections/units.
  • Maintains purchasing records and documentation on a wide variety of goods, equipment and services.
  • Interviews sales representatives.
  • Obtains product/service information regarding quality, cost and availability.
  • Prepares correspondence, summaries, statistical and information reports.
  • Assists management in direction of purchasing operations, provides recommendations concerning purchasing policies and strategies, and provides solutions to complex purchasing problems.
  • Carries out special studies or projects related to purchasing operations and problems and recommends new or modified procedures as appropriate.
  • Incorporates sustainability initiatives, conducts related research, and acquires necessary expertise.
  • Involved in the selection, training and performances evaluations of subordinates as required.
  • Responds to inquiries from the public, suppliers, SPS staff and others.
  • Provides procurement expertise and guidance to SPS staff.
  • Assists other staff in performing their duties.
  • Provides management relief as required.
  • Maintains currency in Purchasing field.
  • Effective utilization of supporting Clerk resources to ensure high level of procurement service delivery.
  • Trains/mentors other Purchasing staff as required.
  • Educates and trains sections/units on proper SPS Procurement policies and procedures.
  • Keeps accurate records that facilitate audit.
  • Drives a vehicle to and from supplier locations as required.
  • Performs related duties as required.

QUALIFICATIONS

  • Completion of grade 12 supplemented by completion of the Strategic Supply Chain Management Leadership Program (SSCMLP) [or completion of the former principles-based model] from the Purchasing Management Association of Canada's program, or an equivalent combination of training and related experience in purchasing.
  • Considerable experience in industrial purchasing and materials management.
  • This position requires both SPS Security Clearance and RCMP Reliability Status. All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

  • The salary range is $45.69/hour - $51.77/hour (pay grade 27) based on 2024 rates.
