Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for a Records Shift Manager to join our Information Services Unit, within the Corporate Services Bureau. Reporting to the Information Services Manager, this position plays a key leadership role in the effective delivery of police records and information services in a dynamic, operational environment.

 

The Records Shift Manager is responsible for the recruitment, onboarding, training, and day-to-day supervision of records staff, ensuring service levels, performance expectations, and operational priorities are consistently met. This role oversees records operations and ensures all SPS file management, records handling, and information governance practices comply with applicable legislation, policies, standards, and best practices. The successful candidate will promote accountability, accuracy, and continuous improvement while supporting organizational objectives and maintaining public trust in SPS information management practices.

 

Schedule / Hours of Work

The anticipated schedule for this position is 37.5 hours per week. This role requires shift work in a 24/7 operation, including holidays and weekends. Please note, the hours are subject to change based on operational requirements.


RESPONSIBILITIES

  • Provide leadership and oversight to various records positions, ensuring service levels of internal and external clients are met in a professional and efficient manner
  • Collect and prepare investigative documentation for external partners.
  • Oversee police file processing, retention, and disposition in accordance with applicable federal legislation, regulations, policies, and guidelines.
  • Develop and implement strategies to support service standards, operational efficiency, and continuous improvement.
  • Collect and prepare statistical information for weekly and monthly reporting.
  • Build and maintain positive working relationships with internal and external stakeholders and provide information and documentation to external partners.
  • Ensure compliance with appropriate policies and protocols for the work.
  • Provide input into the annual operating budget.
  • Support the unit’s priorities and contribute to the achievement of SPS’s strategic objectives and long-term vision.
  • Manage records staff in a unionized environment, including recruitment, onboarding, coaching, mentoring, training, performance management, discipline, scheduling, and delegation of work to meet Surrey Police Service (SPS) and employee needs.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of records management practices, police information systems, and applicable legislation, policies, and procedures.
  • Excellent interpersonal, communication, and service skills.
  • Strong critical thinking, problem-solving, and decision-making skills.
  • Strong organizational skills and the ability to manage competing priorities in a fast-paced operational environment.
  • Ability to lead, coach, mentor, and develop employees in a unionized environment.
  • Ability to build and maintain effective relationships with internal and external stakeholders.
  • Ability to exercise sound judgment, discretion, and professionalism when handling sensitive and confidential information.
  • Ability to identify opportunities for process improvement and make recommendations that support effective records management practices.

 

QUALIFICATIONS

  • Degree in a related field, such as records management, business administration, information management, technology, or a related discipline.
  • Minimum of three years of related supervisory or management experience, preferably in a policing or public safety environment.
  • Progressive training and development in records or file management and people leadership.
  • All applicants must obtain and maintain the required police clearance throughout their employment with SPS. This role also requires RCMP Reliability Status (security clearance).

  • This is a union exempt position.
  • The salary range is $90,689 to $106,693* annually (pay grade M1) based on 2024 rates.
