Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. SPS is working to redefine policing with innovative new approaches and community-based solutions. POSITION OVERVIEW

Reporting to the Chief Constable, the Senior Manager, Strategic Operations is a position responsible for developing, implementing, and overseeing strategies to enhance the operational effectiveness of Surrey Police Service (SPS) ensuring alignment with long term goals and objectives. The incumbent will collaborate and work with various stakeholders to plan and execute service delivery, business processes and improvements to meet the evolving needs of the community and SPS.

RESPONSIBILITIES

Reporting to the Chief Constable, the Senior Manager, Strategic Operations is a position responsible for developing, implementing, and overseeing strategies to enhance the operational effectiveness of Surrey Police Service (SPS) ensuring alignment with long term goals and objectives. The incumbent will collaborate and work with various stakeholders to plan and execute service delivery, business processes and improvements to meet the evolving needs of the community and SPS.

The primary functions of the role will include but are not limited to:

  • Provide leadership to align and integrate goals with organizational strategies and operational plans.
  • Develop, implement, and oversee strategic investigative initiatives, special projects, and operational frameworks, which includes focus on long-term trends and outlook.
  • Responsible for the development and oversight of the organizational policies.
  • Provide organizational guidance and standards on projects.
  • Contribute to the formulation of approved business plans, operating plans, budgets and capital requests in line with strategic goals and objectives and related initiatives.
  • Identify risks, emerging issues and opportunities and provide recommendations.
  • Enhance multifaceted data collection, analysis, and reporting to support data driven decision-making.
  • Establish performance systems to evaluate the effectiveness of strategies and programs.
  • Be responsible for related budget preparation and reporting and financial planning.
  • Improve customer experience through improved digital services and streamlined processes.
  • Anticipate future business strategies and investigate potential solutions to assist staff with information and technical needs.
  • Work in partnership with stakeholders to achieve both internal and external customer satisfaction, strengthen relationships, and develop and maintain continuous practices. 
  • Contribute to developing internal resources and culture by creating and promoting a collaborative environment where knowledge and skills are shared to facilitate efficient and timely delivery of services.
  • Represents SPS at professional conferences and serve as point to support initiatives with stakeholders. 
  • Stay up-to-date on best and current practices related to public safety.

You will have extensive knowledge of fundamental principles and practices related to administration in the public sector and/or unionized environments.  The position demands a deep understanding of the criminal landscape, intelligence operations, best practices and innovation to address current and future challenges.  You will have demonstrated political and business acumen with an understanding of the challenges and opportunities in the public sector environment. 

QUALIFICATIONS

  • The successful candidate will hold a Bachelor’s Degree in Criminology/Criminal Justice, Public Administration, Business Administration or a related discipline supplemented with executive education.
  • Ten years of extensive experience in policing or law enforcement including experience in a senior leadership role in the public sector and/or multi-union environment.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

  • This is an Exempt position.
  • The salary range is $142,797 to $167,997 (pay grade M4) based on 2024 rates.
