Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. SPS is hiring a Sergeant within the Professional Standards Section (PSS).
PSS is an independent section within SPS that investigates allegations of police misconduct. Professional Standards Investigators conduct Police Act investigations with objectivity, fairness, and transparency. PSS is responsible for investigating registered, ordered, and mandatory Police Act public trust offence allegations relating to the SPS, its members, and outside agencies. PSS works with the public, the Office of the Police Complaint Commissioner, Independent Investigations Office (IIO), Surrey Police Union (SPU), legal counsel, and SPS’ sworn members to address Police Act complaints. The results of the Police Act investigations are documented as per PSS standards.
Reporting to the Staff Sergeant, PSS Investigators conduct Police Act investigations with objectivity, fairness, and openness. PSS works with the public, the Office of the Police Complaint Commissioner (OPCC), Independent Investigations Office (IIO), Surrey Police Union (SPU), Surry Police Inspectors’ Association (SPIA), legal counsel and SPS’ sworn members to address Police Act complaints. The results of the Police Act investigations are documented as per section standards.

• Conduct thorough and timely investigations into the actions of sworn members that may constitute public trust offenses.
• Interview complainants, witnesses, witness officers, and respondent officers, ensuring accurate and complete statements.
• When required, prepare and obtain legal authorizations, including search warrants and production orders.
• Author comprehensive investigative reports, ensuring the application of relevant case law and adherence to section standards.
• Prepare, coordinate, and maintain investigation documentation, ensuring completeness and compliance with reporting timelines.
• Develop and implement strategies to educate and communicate with sworn members, reducing member and organizational liability.
• Provide mentorship and guidance to Detective Constables, overseeing investigations and ensuring adherence to section protocols.
A clear service record within the past 5 years.
• Previous Experience in a Professional Standards Section for a least 2 years.
• Experience working in an investigative section/unit for at least 1 year.
• Experience preparing and obtaining legal authorizations.
• Experience working within the Major Case Management in key roles.
- Currently a serving police officer in Canada with exemplary police service and in good standing.

- As per the BCPPS, retired police officers with less then three (3) years into retirement are eligible to apply (providing they had successfully completed the required police training from a recognized police academy, as noted above.
- Up to date and current on all mandatory force options training requirements with their current police department as permitted by existing COVID restrictions.
- Progressive education in a related field or equivalent work experience, supplemented by certifications and training demonstrating a track record of continuous development.
- Strong investigative and interviewing background including major crimes investigations and major case management.
- Strong communication skills – oral – one on one and in group settings, including both internal and external audiences. Able to facilitate inclusive group discussions. May present to groups and in a classroom setting.
- Strong communication skills – written – including writing formal reports in a clear and concise manner.
- Good team working skills demonstrating awareness of individual differences and providing support as required.
- Client center focused and ensuring all SPS stakeholders, direct or indirect, are treated in accordance with the core values of SPS.
- Able to proactively develop effective working relationships with colleagues, partners, and other stakeholders. Ability to engage partners as required to develop strategies and processes and solve problems.
- Problem solving skills with the ability to identify cause and effect and develop a course of action designed to target root causes as well as manage impacts. Able to critically question and identify potential opportunities to enhance efficiency and/or effectiveness within own area of work.
- Good time management skills with the able to appropriately prioritize and plan own work.
- Skilled in the use of standard IT packages, systems and/or databases to fulfil role requirements. Extensive knowledge of PRIME and CPIC.
- Demonstrated experience in supporting diversity, equity, and inclusion in the workplace.
- Must be able to obtain and maintain the relevant level of security clearance throughout employment with SPS.
Preferred Qualifications
- An excellent understanding of the Police Act requirements relating to investigations involving police agencies and/or their members.
- Previous experience working in a Professional Standards Section or Unit.

SPS and SPU are in the process of renewing the Temporary Transition Agreement on Tenure. While the agreement has not yet been finalized, it is expected that members will commit to a minimum of one year.
