Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. POSITION OVERVIEW

Surrey Police Service (SPS) has an exciting opportunity for two Systems Analyst 3 to join our Information Management and Technology Division, within the Corporate Services Bureau. Blending traditional Infrastructure expertise with advance cloud-native design, our successful candidates will be responsible for designing, implementing, and maintaining scalable Microsoft Azure infrastructure to meet evolving business demands.  This role focuses on core Infrastructure-as-a-Service (IaaS) and Platform-as-a-Service (PaaS) components, ensuring high availability, security, and cost-efficiency.  As an escalation point for junior staff, this position will play a key role in coaching team members in carrying out Systems Analyst functions.

 

Schedule / Hours of Work

The anticipated schedule for this position is 7 hours per day and 35 hours per week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.

RESPONSIBILITIES

  • Designs and deploys core Azure resources, including Virtual Machines (VMs), Virtual Networks (VNet), and Load Balancers.
  • Manages enterprise identity through Microsoft Entra ID (formerly Azure AD), implementing Conditional Access policies, Multi-Factor Authentication (MFA), and Role-Based Access Control (RBAC)
  • Utilizes Azure Monitor and Log Analytics to track system performance, diagnose service interruptions, and performs root-cause analysis.
  • Implements and tests Azure Backup and Site Recovery strategies to ensure robust disaster recovery and data protection.
  • Documents user requirements, formulates logical statements of problems, devises solutions through IT or other means, develops costs/benefits and submits recommendations for approval.
  • Liaises with users, other IT staff, and vendors to implement new systems and/or determine the cause of, and correct, system malfunctions.
  • Conducts or directs post implementation reviews of the effectiveness of new systems.
  • Prepares detailed system designs and program specifications as approved.
  • Assists with setting terms of reference for bid contracts and reviews contracts at renewal time to ensure accuracy of scope.
  • Mentors, coaches, and trains junior team members and assists with resolving problems.
  • Assists other staff in performing their duties.
  • Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge in one or more complex essential IT infrastructure components including but not limited to relational database system, network operating system, or wide area network.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to translate complex technical specifications into business terms for diverse teams.
  • Ability to take a structured approach to troubleshooting complex, hybrid-cloud connectivity and performance issues.
  • Ability to organize work and prioritize and execute tasks to meet project deadlines.
  • Ability to conduct research into systems issues and products.
  • Ability to build rapport with customers to understand and anticipate their new and changing business needs.
  • Ability to apply a work around, improvise or conduct root cause analysis.

QUALIFICATIONS

  • Degree in a related field from a recognized institution plus four years related experience.
  • An acceptable equivalent combination of education and experience may be considered.
  • Candidates with experience using PowerShell/Python, Azure CLI, Terraform or Bicep, and Azure Site recovery, and Azure Cost management will be given preference.
  • Certifications considered an asset include: Microsoft Azure Administrator Associate (Essential for operations), Microsoft Azure Solutions Architect Expert (Preferred for design), and Azure Security Engineer Associate.
  • All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.

  • This is a unionized position, represented by CUPE 402.
  • The salary range is $55.86/hour - $63.35/hour (pay grade 31) based on 2024 rates.
