Surrey Police Service (SPS) has an exciting opportunity for a Buyer 2 to join our growing Support Services Bureau.  Reporting to the Manager, Procurement and Asset Management, the successful incumbent will be responsible for performing full cycle purchasing work of a complex and responsible nature through a competitive bidding process and the processing of requisitions and purchase orders. In addition, the incumbent will be responsible for advising and assisting departments with purchasing services in a timely, cost-effective manner.

The primary functions of the role will include but are not limited to:

  • Liaise with user departments to develop moderate to complex specifications and evaluation criteria for various goods, services, and capital tenders to ensure best value.
  • Solicit tenders, proposals, and quotations on behalf of user departments.
  • Complete detailed and extensive review and analysis of comparable products and proposals.
  • Assess and recommend tenders and quotations to user departments.
  • Prepare contracts, correspondence, and reports.
  • Process requisitions and prepare and place purchase orders.
  • Conduct market research and surveys for user departments and interview sales representatives.
  • Obtain product and service information regarding quality, cost, and availability.
  • Respond to inquiries from the public, suppliers, SPS staff and others.
  • Provide procurement expertise to SPS staff as required.
  • Trains and mentor purchasing staff as required.
  • Maintain purchasing records and documentation.

The successful candidate will be highly organized and solutions-focused with an ability to think critically and efficiently. The candidate will thrive in a fast-paced and collaborative environment with an ability to build and maintain effective working relationships with users, team members, and key stakeholders.  The successful incumbent will have sound knowledge of applicable safety regulations, considerable knowledge of current purchasing methods and modern inventory control methods and maintain currency in the purchasing field.  In addition, the success candidate will possess as intermediate level of knowledge of relevant computer application programs. 

 

QUALIFICATIONS

 

The successful candidate will possess a grade 12 Diploma, supplemented by completion of year 2 of the Supply Chain Management Professional (SCMP) program from Supply Chain Canada or, an equivalent combination of training and related experience in the purchasing field and in municipal or industrial purchasing and materials management.   A valid BC Driver’s License with a safe driving record is required.

 

This position is unionized represented by CUPE Local 402. The salary range for this position is $73,892.00-$83,010.20 based on 2024 Rates.
