Surrey Police Service (SPS) is Surrey’s new municipal police agency. The transition from the RCMP to SPS is well underway and SPS has spent the past three years building a local, modern, accountable police service for Surrey residents. On November 29, 2024, SPS will become the police of jurisdiction, assuming responsibility for policing and law enforcement in Surrey.

POSITION OVERVIEW:
SPS has an exciting and once in a career opportunity for a Functional Analyst 3 to help build and maintain the police records information management environment system (PRIME-BC). Working within the Support Services Bureau, the Functional Analyst 3 will be responsible for the efficient operation and maintenance of SPS’s use of PRIME-BC.

The successful candidate will formulate and define the scope and objectives of business systems, and work as part of project teams to enable the successful delivery of solutions that meet client and business requirements. The candidate will act as the primary expert for all system functionality act as a resource for more junior team members.

Acting as the primary system administrator responsible for the PRIME-BC, the incumbent will:

  • Make recommendations based on sound analysis and judgment consistent with operational policies and procedures.
  • Monitor PRIME-BC and related applications to ensure the system(s) are running smoothly and in accordance with administrative and technical standards.
  • Recommend, implement, and assess impacts of all modifications and upgrades to PRIME-BC.
  • Act as a resource for development, testing, training, and creation of local training materials for the PRIME-BC application and related systems delivered to all SPS users.
  • Other job-related duties as assigned.

Building and maintaining effective and strategic relationships will be critical to the success of this position. Our candidate will need to have a proven record of having navigated complex technical challenges and change initiatives involving multiple stakeholders with varied interests, while exercising political acumen and diplomacy. In addition, our candidate will have strong communication skills, both verbal and written, and will feel comfortable presenting to different audiences including the delivery of training on the use of PRIME-BC and related programs, translating technical jargon to easy-to-understand business language.

APPLICANT QUALIFICATIONS:

  • A degree in an acceptable related discipline (Computer Science, Information Technology or related field) from a recognized institution plus 4 years of directly related experience (preferably in a municipal setting) OR;
  • Diploma in an acceptable related discipline (Computer Science, Information Technology or related field) from a recognized post-secondary institution plus 6 years of directly related experience (preferably in a municipal setting) OR;
  • Technical courses in the field (Computer Science, Information Technology or related field) plus 8 years of directly related and relevant experience (preferably in municipal setting).
  • An acceptable equivalent combination of education and experience may be considered.

The successful candidate must be able to obtain and maintain the required level of police security clearance.

This position is unionized represented by CUPE Local 402. The salary range for this position is $55.86/hour -$63.35/hour (pay grade 31) based on 2024 Rates.
