Surrey Police Service (SPS) is Surrey’s new municipal police agency. The transition from the RCMP to SPS is well underway and SPS has spent the past three years building a local, modern, accountable police service for Surrey residents. On November 29, 2024, SPS will become the police of jurisdiction, assuming responsibility for policing and law enforcement in Surrey.

Inspectors contribute to the development of culture, climate and working processes in their area of expertise for the SPS, and ensure adherence to standards, and the promotion of accountability and continuous improvement. As valued members of the Senior Leadership Team, Inspectors contribute to a wide range of public safety activities in alignment with the SPS’s Strategic Plan and its values.

Reporting to the Superintendent, Frontline Policing, the successful incumbent will be responsible for and will have direct oversight over all operationally deployed members. Working a rotating 4 on and 4 day/night shift schedule, this position will provide command and control of daily frontline operations and will be responsible for operational decisions in the absence of the Chief Constable. 

The successful incumbent to this opportunity will be responsible for leading effective and efficient frontline policing services that meets Provincial standards and SPS directives including but not limited to: adherence to policy and procedure impacting frontline policing; taking command and control of all operational decisions, identifying risks to community and police and providing solutions to minimize risk; providing  leadership and support in critical incidents; ensuring compliance with officer safety and public safety protocols, optimize community policing methods and practices through the identification of crime trends and threats to public security.

The successful applicant will also have responsibility in balancing the deployment of resources with training needs and opportunities and member wellness. The successful applicant must be willing to commence an assignment to the RCMP if required to do so during the police transition.

Responsibilities

  • Has operational command of all resources for the city.
  • Oversees, controls, guides and/or supports high-risk events and critical incidents.
  • Attends operational scenes and manages incidents as required.
  • Responsible for overseeing resource management function including shift minimums, overtime backfills, mandatory training, and supplementary training.
  • Providing guidance and oversight with performance management processes, managing public complaints, and career development.
  • Have a working knowledge of the SPS-SPU Collective Agreement respecting human resources and scheduling decisions.
  • Have a sound working knowledge of all SPS and applicable RCMP operational policies.
  • Participates in lateral and promotional processes in support of the Community Policing Bureau.
  • Proactively engages the Employer Services Section and the Surrey Police Union with respect to member support.
  • Excellent communication skills, both written and verbal, with an ability to present to senior leaders and board members including connecting to SPS’s strategic priorities with a keen awareness of budgetary and operational considerations.

Qualifications

  • Currently a serving police officer in Canada with exemplary police service and in good standing. 
  • Substantive Inspector with 15+ years of progressive policing experience in community policing, investigations, or support services.
  • Recent frontline operational policing experience (within the last 5 years).  Of note operational frontline policing experience is defined as Patrol or Patrol Support Uniform positions.

  • As per the BCPPS, retired police officers with less then three (3) years into retirement are eligible to apply (providing they had successfully completed the required police training from a recognized police academy, as noted above.
  • Up to date and current on all mandatory force options training requirements with their current police department.
  • Progressive education in a related field or equivalent work experience, supplemented by certifications and training demonstrating a track record of continuous development.
  • Incident Command System Level 200 or equivalent (JIBC EMRG-1220)
  • Trauma Informed Practice
  • Strong teamwork skills demonstrating awareness of individual differences.
  • Strong ethics and a demonstrated history of professionalism.
  • Able to proactively develop effective working relationships with the community, colleagues, and other stakeholders, understanding their needs and concerns.
  • Able to manage conflict and defuse difficult situations.
  • Able to review and reflect on own performance objectively and to take steps to maintain and enhance competence and professional standards appropriate to the role.
  • Demonstrated experience in supporting diversity, equity, and inclusion in the workplace.
  • Able to obtain and maintain the required level of security clearance.

 

The following education is an asset: 

  • Degree, graduate degree, or recent professional development in a related field.
  • Incident Command System Level 300 or equivalent (JIBC EMRG-1230)
  • Bronze Commander Training.
  • Emergency Response Team (ERT) experience and training.
  • Professional Standards Section experience and training.
  • Use of Force experience and training.

This is an operational role so the successful candidates must:

 Able to work shifts (including extended workdays (12 hours), nights, weekends, statutory holidays and rotating schedules), fully operational and fit for duty. This includes the following abilities and requirements:

  • Licensed and able to operate a Police vehicle and attend calls for service.
  • Qualified and able to use issued force options as and when required (i.e. baton, OC, firearm).
  • Trained and able to engage the public in a variety of circumstances, including physical contact, if required.
  • Able to wear protective equipment, including body armour.
  • Be available to be on-call as required to support operations.

Conditions of Employment

  • Successful Applicants must obtain and maintain the required level of Security Clearance.
