Surrey Police Service (SPS) is Surrey’s new municipal police agency. The transition from the RCMP to SPS is well underway and SPS has spent the past three years building a local, modern, accountable police service for Surrey residents. On November 29, 2024, SPS will become the police of jurisdiction, assuming responsibility for policing and law enforcement in Surrey.

POSITION OVERVIEW:

Surrey Police Service (SPS) has an exciting opportunity for an Employment Specialist to join our quickly growing Human Resources team. Reporting to the HRIS and Administrative Services Manager, HR the incumbent will focus on the recruitment (internal and external) of civilian staff (exempt and unionized) and assist in supporting various HR functions.  In support of achieving SPS’s vision of an inclusive workplace, the successful candidate will utilize various talent acquisition methods and technologies to identify, select and onboard SPS’s civilian staff. As we continue to build SPS, there is an opportunity for you to be involved in more than just recruitment and be a key stakeholder in the establishment of our internal processes and procedures. This role is ideal for someone who is passionate about recruitment but also has an interest in expanding their skillset in other areas of HR.  

  • Your customer centric approach and relationship management skills will be critical as you build and maintain valued partnerships   with hiring managers, stakeholders, and provide an excellent applicant experience. 
  • You will use your exceptional organizational skills to coordinate full-cycle processes for recruitment.
  • You are able to reach out and engage with passive candidates through LinkedIn and other direct sourcing channels. 
  • Your outstanding communication skills will be imperative as you conduct job interviews, reference checks, and negotiate with candidates for a wide variety of occupations.
  • You will use your presentation skills to attend career fairs, events and deliver in-house information sessions. 
  • You are someone who thrives on working in a multidisciplinary team environment and are able to interact well with different personality types and working styles. 
  • You are highly accurate and have good attention to detail as you prepare offer letters and perform other administrative recruitment tasks.
  • You have a solid understanding of employment law, human rights, and recruitment best practices and will provide valued services and advice.  
  • You will assist in administration of HR projects, programs, and initiatives.

Qualifications

  • A Bachelor’s Degree in a related discipline (HR, Business, Social Sciences, Marketing etc.). 
  • 3+ years of experience in recruitment and HR, supporting full-cycle recruitment, preferably in a high-volume environment.
  • Experience working with HRIS and Applicant Tracking Systems (e.g. CEGID) 
  • Experience working in a unionized environment with an understanding of labor laws and collective agreements.
  • Strong teamwork, work ethic, and interpersonal skills and able to understand and manage relationships with diverse key internal and external partners. 
  • Able to obtain and maintain the required level of police security clearance.

Preferred candidates will have one or more of the following assets:

  • Experience recruiting within a unionized environment.
  • Experience in a public safety environment.
  • Experience direct sourcing passive candidates.
  • CPHR or similar professional designation

This is an exempt position. The annual salary range for this position is $87,201- $102,589 (Pay Band P1) based on 2024 rates.
